History

About the Foundation

The Upland Police Foundation was founded in 1995 by then Councilwoman Gail Marie Horton.  At the time her brother was working for the Los Angeles Police Department in SWAT.  He told Gail about the Parker Foundation which he felt had made the difference in some tough situations by funding specialized protective gear, advanced technology equipment, and special tactics training for the officers.

 

She met with members of the Parker Foundation and with several other foundations to research the models that were successful in their support of public safety.  From those meetings, the bylaws were written for the Upland Police Foundation and the Upland success story of support began.  The three areas are:
  • Specialized High-Tech Equipment
  • State-of-the-Art Officer Training
  • Officer Youth Scholarship Program

 

Since 1995 over half a million dollars has been generously donated by the Upland residents and businesses.  The specialized equipment purchases and technical and sophisticate training has literally saved lives and made a significant impact in crime fighting and prevention. 

 

Hundreds of youth have received scholarships to participate in community sports, clubs, and activities.  This team and group participation has given them confidence and opportunity.  The Foundation has received many letters from youth and parents sharing how this experience has touched their lives.
